Does Eloquii run small?
Eloquii runs true to its own chart and small against the shops you have probably been buying from.
The difference is in the fabric and the cut, not in the number on the label, so here is where it matters.

The short answer, by category
Trousers and work-wear: true to size, sometimes a touch generous through the waist. Take your usual number.
Woven dresses and anything with a set-in sleeve: cut close through the upper arm and the bust. If your bust is your widest measurement, size up one.
Knits and jersey: true to size and stretchy enough that a size down still works if you want it close.
The pattern is a narrow armhole. Eloquii cuts a neater sleeve than Lane Bryant or Torrid, which is why the same number can feel smaller.
How Eloquii compares to the shops you already know
Against Universal Standard, which is cut generously and graded across sizes 00 to 40, Eloquii runs about one size small in wovens and true in knits.
Against Lane Bryant, Eloquii runs small in the sleeve and true in the leg. Lane Bryant's own curvy and no-gap fits are cut for a bigger difference between waist and hip.
Against Torrid, Eloquii runs neater everywhere. Torrid drafts for a fuller bust as standard.
Against Good American, Eloquii runs true; both cut close, and Good American's oversized styles are deliberately large rather than mis-sized.
